The Source Weekly recently covered the competition between the City of Bend and City of Redmond (and others) to participate in a pilot program that hopes to make land available for development. Oregon House Bill 4079 was passed in 2016. The city that is chosen will be able to develop affordable housing on lands currently outside the urban growth boundary (UGB), without having to go through the typically controversial UGB expansion process.
